A doctor's report shows Keith Emerich drinks a six-pack of beer each day. That's not good for a man with an irregular heartbeat. And Emerich says he has since cut back his drinking to weekends. But he may have more time on his hands to toss a few back. After talking to his doctor, Emerich received word from the Pennsylvania Department of Transportation that his driving license had been revoked for substance abuse. Pennsylvania law requires doctor to reveal any conditions they think would impair a person's ability to drive. Emerich, who has a clean driving record, says he doesn't drink and drive. He's appealing the revocation of his license. More brickbats: reason.com/brickbats/bb-2004.shtml

Southern California Air Quality Management District rules require private employers to reduce the number of workers who drive to work. Complying with these rules, many firms require workers to pay for parking. In downtown Los Angeles, monthly parking fees can range from $65 on up. But local governments are exempt from those rules, and many provide free parking for workers. In fact, the Los Angeles Unified School District is considering building a $40 million garage in downtown L.A. for several thousand bureaucrats. More brickbats: reason.com/brickbats/bb-2004.shtml

When his Ypsilanti, Michigan neighborhood was evacuated because of a gas leak, Dennis Barger turned a surveillance camera on. It captured firefighters and police officers rifling through boxes and shelves, going through photo albums and taking some of Barger's personal belongings. Police say they didn't have a warrant, but they did call a superior before searching the home. They say they conducted the search because they saw a stripper's pole and women's clothing in the basement. More brickbats: reason.com/brickbats/bb-2004.shtml

James Billow resigned as director of the Licking County, Ohio, Alcoholism Prevention Program after his second drunken driving conviction. Both times he was driving an agency vehicle. Now, the LAPP wants him to justify $36,000 in official credit card transactions or pay the money back. The charges were made at restaurants, flower shops, boutiques and hotels. The agency also says Billow spent some $10,000 to $11,000 for airline tickets, clothing, an apartment and furniture for the former chief operating officer. That woman has already paid back almost $1,500 in charges she made on her official credit card. More brickbats: reason.com/brickbats/bb-2004.shtml

South African troops stationed in the Democratic Republic of the Congo as part of a United Nations mission have been accused of 50 sexual attacks on underage boys and girls. But Defense officials say they are unaware of a UN report on the matter. A South African newspaper reports that one officer, who had requested only male interpreters under the age of 18, had returned to South Africa after allegedly molesting one interpreter. The paper reported there was no evidence the military investigated the matter. More brickbats: reason.com/brickbats/bb-2004.shtml

In Texas, it doesn't matter how much you paid for a used car, the state knows better. Under a law passed earlier this year, the state sales tax on used car purchases will be determined by the "standard presumptive value" of the car, determined by the state, not on the purchase price. "It's going to be a little bit of a shock to some people. We might have to charge them a lot more if the vehicle is valued higher," said Betsy Price, Tarrant County tax assessor-collector told the Fort Worth Star-Telegram.
